"Du' palle" stands for "due palle", it's vulgar slang and it means what a nuisance, what a bore (literally "two balls", meaning b*llocks).
It isn't used only in Rome, though the rest of Italy may say "due palle" instead of "du' palle".
You may also hear "che palle" which has got the same meaning.
